2016 Taoyuan City Water Pollution Prevention Monitoring and Audit Control Plan

I. Enterprise Audit and Water Quality Sample Monitoring (1) Conducting On-Site Audits of Enterprises with High Pollution Risk (or Underground Sewer System) For the 250 on-site audits conducted on enterprises with pollution hotspots, all of 250 audits were completed. The overall sampling percentage was 89%, the on-site defect percentage was 64% and the over effluent standard was 24%. Regarding the functional monitoring of 15 major pollution source wastewater treatment equipment, initial audits were completed for 15 enterprises and the analysis report was done. Regarding the 20 pollution hotspot enterprise in-depth audits, e all of 20 audits were completed and the analysis report was done. (2) Water quality and quantity auto monitoring and camcorder facility online auditing Regarding the 31 sites controlled by city water quality and quality auto monitoring and camcorder facility online auditing, there is connection to daily viewing targets. A total of 789 incidents (962 items) of abnormal connections for implementation of the plan. Telephone contact was made right away for all of them to confirm the abnormal connection and the contractor was asked to explain the cause and submit corrective actions. 10 on-site audits controlled by city water quality and quality auto monitoring and camcorder facility online were completed. A water quality improvement and control strategy was also drafted in response to the Dagui Stream Bridge COD and Zhuwei Bridge SS water quality monitoring results. Four-quarter water quality monitoring and water sampling was completed for the Guanyin Stream, Xinwu Stream, Xiaofanli Stream and Houhu Stream on April 20, June 26, September 21 and December 28 respectively. Upstream and downstream sampling of the effluent discharge point at the Laojie Stream Xinshi gravel aeration oxidation facility was completed from August 2016 to January 2017. II. Assist in Performing Other Related Work (1) Hold Seminars or Presentations on the Water Pollution Control Act and Other Related Laws and Regulations Assisted in organizing the Taoyuan City 1st Annual Water Pollution Control Fund Management Committee and issued one press release. Then held 4 seminars about Water Pollution Control Act revised and 3 training about Eco-life system, Skynet system and Marine pollution prevention. (2) Assist Guanyin Stream Water Region Zoning and Water Classification Notification Assistance already provided for the Guanyin Stream water region and water classification draft under this Plan. Preview provided on April 7, 2016 and the related departments were invited to attend the public hearing at the Guanyin District Office on May 30, 2016. The official announcement was released on September 30, 2016. (3) Tightened Effluent Industrial Zone and Enterprise Progress Control for Dakengkan Stream Completed S2 2016 Dakengkan Stream tightened standards regular inspection report tracking for controlled enterprises. The reported water quality from four enterprises met tightened 2017 control standards this quarter. (4) Pig Farm Removal Compensation Tracking The review work under this plan was completed for 24 farms in March 2016. The roving inspection results were the 24 pig farms location in Dahan Stream basin waters that received removal compensation had not resumed operation. Photos of the sites were taken and verification was completed. (5) Draft Implementation Plan for the Regulations to Reward Reporting Violations of the Water Pollution Control Act Assistance has been provided to EPA in drafting the Implementation Plan for the Regulations to Reward Reporting Violations of the Water Pollution Control Act, plan related procedures, define authority and responsibilities and provide corresponding forms for use as reference during related EPA implementation work.
